RICHARD T. KELECY
Chief Executive Officer
Richard T. Kelecy rejoins Ground Works Solutions as Chief Operating Officer bringing with him over 36 years of broad financial, industry, business and operational related experience. Mr. Kelecy has worked with companies of various scopes and sizes, from $15 million private family owned companies to $1.2 billion publicly traded companies. Mr. Kelecy has helped in building multiple companies into double digit growth, for instance helping former companies WRScompass grow from $65 million to $200 million in value and doubling Qualawash Holdings valuation during his tenure.
Mr. Kelecy’s principal duties are to develop, build and lead Ground Works Solutions’ internal infrastructure and to help develop core operational systems for managing Ground Works Solutions’ growth while maintaining its high standards of quality and safety. He works with existing leadership to translate strategy, budgets and forecasts into detailed execution plans, coordinating all levels to help secure and grow current company performance.
ROBERT W. MOODY
President of Florida
Robert Moody, Jr. is President Ground Works Florida and oversees all business management and operations functions. He is responsible for ensuring the safe, efficient and quality delivery of the Ground Works’ products and services to its customers.
With over 33 years of experience in the civil, environmental and transportation construction industry, Mr. Moody brings a unique perspective to the application of subsurface polyurethane grout in mitigating failed construction features. He has managed a wide spectrum of contracts and projects with disciplines ranging from civil construction to transportation and underground utility infrastructure. He has served in consulting and contracting roles to numerous governmental, commercial and private clients. He also has vast experience in financial, project and quality management as well as occupational safety and environmental compliance.
Mr. Moody is registered by the Project Management Institute, an international organization dedicated to setting benchmark standards for project managers as a Project Management Professional (PMP®). He is also licensed as a General Contractor, Building Contractor, Pollutant Storage System Contract and Underground Utility Contractor in numerous states including Florida.
In 2007 he was appointed by Florida Governor Charlie Crist as a board member to the Department of Business & Professional Regulation – Construction Industry Licensing Board, the professional entity that regulates all construction contractors and businesses in Florida. He was reappointed to this position by Governor Rick Scott in 2011 to serve another term through 2015. In this capacity he serves on many committees which conduct official State business pertaining to regulation of the profession. Mr. Moody’s appointment was confirmed by the Florida Senate and he continues to serve in this role.
Andy has been a part of Ground Works for 15 years and has more than 12 years of field experience. His experience has placed him in some of Ground Works’ most notable projects and nearly every facet of Ground Works’ service offerings.
Andy also leads Ground Works’ equipment, process and material innovation research team. In this role Andy helps develop, design and perfect injection methods and techniques for differing soil types and geotechnical and hydraulic conditions.

Angel Granados is an Operations Manager for Ground Works Solutions, and has more than 10 years of experience working in every aspect of the chemical grouting industry. He oversees all field personnel, the equipment fleet, and multiple facilities. Mr. Granados’ extensive knowledge and experience utilizing the URETEK Method gives our customers the expertise needed to adapt and solve almost any grouting or structural leveling problem.
Sales Engineer, NE Ohio and Western NY
Brandi Napier has more than 18 years of geotechnical industry experience as well as 11 years of experience in the coating industry. Her background includes working with soil in the pre-construction stage, lab testing of soils and classification for pavement design and field compaction of soils for roadway or building construction, concrete testing and asphalt compaction testing. As a Construction Inspector, she worked on both new and replacement roadway projects, footer inspections for new building and bridges, and most recently inspecting abrasive blast and painting on steel structures with the ODOT OZEU paint system. She has worked on numerous projects for the Ohio Department of Transportation, various counties, and private jobs.
David Emfinger has worked in the construction industry since 1996. David joined the Ground Works Solutions’ team in 2012 to introduce Ground Works to the Tennessee market. After quickly proving his capabilities through a successful sales record, exceptional technical expertise and accurate estimating, he began managing the business development team for the seven-state southeastern region. Continued success at recruiting, training, and management of the southeastern team, provided the platform to head the business development and sales team nationwide. David is no stranger to a national footprint. He has operated in full-lifecycle project management of multi-million dollar projects from coast to coast for nationwide general contractors. His roles included preliminary budgeting, estimating, bidding, contract writing, negotiating, contract management, conflict resolution, scheduling and closeouts. His previous positions include Senior Project Manager for DooleyMack Constructors of South Carolina (2 years) and Project Manager for VCC in Atlanta (11 years). David’s family has been involved with the URETEK products and services for more than 20 years, previously owning territories in the southeast and helping implement, develop and research new application techniques for Ground Works’ products.
David resides in Nashville, TN and holds a Bachelor’s degree in Business Administration in Real Estate from Georgia State University.
Prior to joining Ground Works Solutions, Andy was educated as a Civil Engineer (BSCE, University of Cincinnati), and brings more than 15 years of experience in managing commercial construction projects. As a resident of Knoxville for the past seven years, he has developed a strong connection to the East Tennessee community.
As Sales Engineer, Andy is responsible for identifying and growing Ground Works’ existing foundation stabilization and infrastructure rehabilitation business, while increasing Ground Works’ brand awareness and designing and managing project injection plans.
Joe has been involved in the soil stabilization industry for more than 20 years and is a second-generation contractor and consultant with a diverse background in business, operational and technical management. He has also served as regional representative in Ohio and other states for URETEK USA, Inc., an affiliated company of Ground Works, providing transportation-related services.
Joe manages, coordinates, mentors and trains current and new business development representatives in his region. Joe also helps recruit new team members and serve as a technical advisor for estimating, proposal development and solutions development.
Mr. Seidner has worked as an Environmental Engineer for the last five years, specializing in environmental assessment and remediation projects including impacted drycleaner, petroleum, chemical/utilities, and former manufactured gas plant sites, as well as at seaports and railroads. Mr. Seidner specializes in environmental engineering including, system design and installation, start-ups on remediation systems, in-situ chemical injections, operation and maintenance, construction oversight, coordinated waste disposal, monitoring well installations, groundwater assessments, and pilot testing. Prior to joining the Ground Works’ team, Mr. Seidner worked for Handex Consulting & Remediation- Southeast, LLC, as well as ARCADIS U.S., Inc. in West Palm Beach, FL. Mr. Seidner holds a Bachelor’s degree in Agricultural and Biological Engineering from Purdue University in West Lafayette, IN.
ROBERT D. EMFINGER
Sales Engineer, Executive Resource
After earning degrees in Accounting and Finance from the University of West Georgia, Mr. Emfinger completed requirements to become a Certified Public Accountant and practiced public accounting, specializing in real estate syndications and development. After 16 years in public accounting, he went into the private sector to serve as Executive Vice-President of Pinnacle Insurance Group, a property and casualty insurance holding company specializing in construction surety. Since 1998, he has represented URETEK USA, Inc., the company pioneering the use of expanding polyurethane structural polymers in soil stabilization and lifting in Alabama, Georgia, and Mississippi in the public transportation markets. He also owned and operated URETEK-CRSI, Inc., a company licensed to use the URETEK processes and patents in all markets other than public transportation, until January 1, 2012 when it was acquired by Ground Works Solutions.
Scott has more than 20 years of experience in sales, marketing and product development, as well as experience as a sales manager and company administrator. He represents Ground Works Solutions in Central and Southwest Florida. Scott works closely with homeowners, commercial, industrial, and government agencies to provide a fast, less intrusive, economical solution for their soil stabilization needs.
An effective estimator, Tony has worked in a variety of industries including renewable energy, small business consulting, manufacturing and entertainment. Tony joins Ground Works from Solar World Energy, LLC, a leading provider and installer of commercial and residential solar electric systems and solar hot water systems, where he operated as Sales and Project Engineering Manager. Tony also served as a Mechanical Engineer for Ingersoll Rand, Inc. and was promoted to sales engineer for the New York City and New Jersey territories. Tony’s background with highly technical RFQ and RFP response helps provide quick turnaround on project bids with the details required to ensure successful project completion. Tony holds a B.S. in Mechanical Engineering from Fairleigh Dickinson University in New Jersey.
